The sponsor's argument

Why Jack M. Martins says this is needed

This act would help support the retention of volunteer firefighters in the Albertson community. Since the Volunteer and Exempt Firefighter's Benevolent Association of Albertson receives Foreign Fire Insurance Premium Tax monies from the New York State Insurance Department and/or the Department of Financial Services, the bill would allow them to use the funds in furtherance of their statutory purposes.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
