The sponsor's argument

Why Brian Kavanagh says this is needed

Following the tragic attacks on the World Trade Center on September 11, 2001, over 1,500 New York National Guard members responded to assist with rescue, recovery, and clean up efforts. In the 25 years since, many first responders have become ill as a result of prolonged exposure to debris. This bill would extend the deadline for New York National Guard Members and their beneficiaries to file for accidental disability and accidental death benefits from September 11, 2026 to September 11, 2030.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
