The sponsor's argument

Why Robert Ortt says this is needed

Current state law prohibits our own Hazardous Waste Superfund for being used for sites that suffer from radiological contamination. While the state often partners with the federal government on these remediation projects, New York should be able to martial its own resources and make sure that the people living on these sites are protected.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
