The sponsor's argument
Why Cordell Cleare says this is needed
Postpartum psychosis is a severe, distinct psychiatric emergency that profoundly impacts a person's sense of reality through hallucinations, delusions, and rapid behavioral changes. Lumping postpartum psychosis under the umbrella of general maternal depression fails to capture its unique risks, clinical urgency, and specialized care requirements. By establishing statutory recognition of postpartum psychosis as a distinct condition, this legislation directs the Department of Health to formu- late tailored screening guidelines that empower healthcare providers to utilize prenatal and postnatal protocols, evaluate family psychiatric histories, and deploy specialized diagnostic instruments separate from standard unipolar depression questionnaires. This proactive framework equips medical professionals to identify emergencies early, connect patients with appropriate clinical pathways, and protect maternal and infant health.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
