The sponsor's argument
Why Anthony H. Palumbo says this is needed
Under current law, it does not stipulate if the Testator needs to be alive when the witnesses attest to the testator's signature during the 30 day period. This bill amends the law to include language that states the testator may or may not be alive.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
