The sponsor's argument

Why José M. Serrano says this is needed

Currently the exploration, development and production of gas and oil in state-owned lands is prohibited in state parks and the lands under the waters of Lake Ontario or along its shorelines. This bill would add state forests, wildlife management areas and unique areas to the public- ly owned lands where the exploration, development and production of gas and oil is prohibited.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
