The sponsor's argument

Why Erik Bottcher says this is needed

Permitting delays are a key driver of costs and delays for the develop- ment of affordable units. While building departments face backlogs, project delays tie up capital, increase financing costs, and slow down the delivery of desperately needed affordable units. This bill establishes a process to expedite reviews and offload respon- sibility from overburdened municipal building departments by allowing licensed engineers and architects to submit supplemental reports for expedited review. This process will only take effect if a building department is backlogged and will maintain the building department as the final authority.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
