The sponsor's argument

Why José M. Serrano says this is needed

Legislators and policy makers need the input and recommendations of the commission to immediately address the high incidence of asthma through- out the Bronx. The creation of the commission is a step towards address- ing this dire situation as well as making recommendations to eradicate the high incidence of asthma.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
