The sponsor's argument

Why Dan Stec says this is needed

On Dec. 2, the St. Lawrence County Legislature requested this legis- lation. In its resolution, the county legislature emphasized the importance of the revenue generated from this additional tax.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
