The sponsor's argument

Why Shelley Mayer says this is needed

Currently, New York's county boards of elections are funded locally by each county and therefore vary widely in size, resources, and capacity. This leads to inconsistencies for voters in different jurisdictions. Requiring election commissioners to be full time employees in county boards of election will ensure that the boards have greater capacity.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
