The sponsor's argument

Why Rachel May says this is needed

Several entities in the state operate joint pre-kindergarten and daycare services. They are certified by both the State Education Department for pre-school and the New York State Office of Children and Family Services for daycare. The need for two certification and regulation processes is not only burdensome and resource-consuming, it also can lead to regu- lations from the agencies that are directly contradictory to each other. By creating a single streamlined process, the state can eliminate these discrepancies and allow these institutions to focus their staff effort on what they do best: helping care for and education children.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
