The sponsor's argument

Why Andrew Gounardes says this is needed

Given increases in the cost of higher education, this legislation would raise the amount parents can save tax-free, helping to remove a barrier for children to attend college.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
