The sponsor's argument

Why Joseph P. Addabbo Jr. says this is needed

Veterans are entitled to certain services. Accessing these services can be difficult, though. Congressional chartered Veterans' service organ- izations help cut through the red tape and connect veterans with the services that they have earned.. By allowing taxpayers to voluntarily contribute to the Veterans Service Organizations Fund, we are providing budget-neutral support to our veterans.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
