The sponsor's argument

Why Joseph P. Addabbo Jr. says this is needed

Illegal dumping has presented a serious sanitation and quality of life issue in our neighborhoods. Presently, individuals are dumping household trash both inside and next to trash bins on sidewalk, which causes odor issues and presents a serious quality of life issue within the communi- ty. This bill would allow any municipal agency with authority of local sanitation to install security cameras in order to help identify, deter and fine offenders.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
