The sponsor's argument

Why Joseph P. Addabbo Jr. says this is needed

Correction Law Section 803-b specifies programs eligible for the Limited Credit Time Allowance (LCTA) benefit. Eligible incarcerated individuals may currently receive a six-month credit to earn early release upon completion of one of twelve program accomplishments during their incar- ceration. The horse handling program, currently offered at Walkill and Wyoming Correctional Facilities, and planned for Washington Correctional Facility, provides incarcerated individuals with valuable employment skills for after their release and has also proven to be an important therapeutic tool for many.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
