The sponsor's argument

Why Rachel May says this is needed

Christopher Walser and Matthew Patire would like the opportunity to serve the residents of the village of Skaneateles by continuing his work as a police officer. However, they have aged out of the Civil Service Exam. This bill was introduced at the request of the Skaneateles Police Department.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
