The sponsor's argument

Why Roxanne J. Persaud says this is needed

Stop work orders are issued when there are safety concerns and/or violations of the law. They are a way to protect workers, residents, and the public, along with buildings and properties. Increasing fines for stop work orders issued in NYC is an important step in deterring violations of the orders. This legislation aims to mitigate violations of stop work orders by increasing the penalties.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
