The sponsor's argument

Why Kevin S. Parker says this is needed

Countless products and processes are developed in part with funds invested by the State, but often these do not get beyond the development stage. This intellectual property should be cataloged and made public so that individuals and/or companies interested in commercializing any of the property have a comprehensive and current database where all such items and appropriate contacts are listed.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
