The sponsor's argument

Why José M. Serrano says this is needed

In many parts of New York State there are only one or two animal shel- ters in each county. Local government funding is often insufficient to support these services. Currently, municipalities are only required to contribute the amount collected in dog registration fees to animal shel- ters or pounds. Although many municipalities provide funding to animal shelters above this amount, there is still a need for funding for these organizations. This bill will provide dog owners with the opportunity to voluntarily contribute to their local animal shelter at the time of registration.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
