The sponsor's argument

Why Patrick M. Gallivan says this is needed

The Town of Eden, situated within Erie County, has requested authori- zation to alienate unused parkland, deeded to it by developers of a neighboring subdivision, that boarder's residential properties. The parkland in question has remained unused for over 16 years and the Town has no proposed use for the land, as it already maintains existing parks within two miles of said location. Moreover, revenue from the sale of these parcels will afford the Town with the funds necessary to enhance its existing parks and recreational facilities.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
