The sponsor's argument

Why James Skoufis says this is needed

Detective Brian Mulkeen was a beloved son and New York City Police offi- cer who on September 29, 2019, tragically lost his life in the line of duty. Mulkeen proudly served in the NYPD for seven years and received many awards and recognition for his work. Mulkeen was born and raised in Orange County and graduated from Monroe Woodbury High School. Mulkeen graduated from Fordham University's busi- ness school and worked as a highly paid financial adviser at Merrill Lynch in New York from 2007 to 2009, but left to pursue a career in public service. He joined the Department in January of 2013.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
