The sponsor's argument

Why John Liu says this is needed

The Citywide Council on High Schools (CCHS) advocates for approximately 320,000 NYC high school students and their families. While the other education councils have a direct or indirect presence on the Panel for Education Policy, the parents of high school students lack this repre- sentation. This bill would allow CCHS, a voice for almost one-third of the students in the NYC education system, to participate in the election of the PEP parent representatives.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
