The sponsor's argument

Why Rachel May says this is needed

Though they are thankfully rare, the closure of a college can have devastating effects on a community. With many communities in New York State serving as home to the faculty, students, and workers of a college, and their economies strongly tied to these institutions, the potential negative impacts can be many. This legislation will help local governments experiencing such closures tap into the state's expertise in planning, economic development, and more to develop a strategy to address such closures in the unfortunate event of such a closure.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
