The sponsor's argument

Why Cordell Cleare says this is needed

The Parole process, is complex but incredibly important, particularly for individuals who have worked so hard to grow during their incarcera- tion. Having the guidance of a lawyer to review both technical and substantive details within the process, as well as represent the indi- vidual, will ensure fair and equitable outcomes.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
