The sponsor's argument
The Society for the Prevention of Cruelty to Animals (SPCA) officer's main role is to defend and protect animals- oftentimes this includes conducting arrests. As the procedure currently stands, the arresting officer hands off the suspect in question to the assisting agency so they can complete the arrest. Unfortunately, this procedure leaves room for error and can make the process time consuming. Giving the SPCA officers access to live scan fingerprinting technology allows them to complete arrests independently and without the assistance of other law enforcement personnel, saving valuable time and resources.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
