The sponsor's argument
Approximately 1.8 million New York households use delivered fuels, including fuel oil and propane furnaces, and water heaters. New York state residents consume more heating oil than any other state in the country. Transitioning homes on delivered fuels to electrified ones will yield significant economic, health, and environmental benefits. 98% of New York households on delivered fuels would save money by elec- trifying space heating, with the average household saving $1,451 per year, representing $3 billion in potential savings every year. Electrifying delivered fuel space heating is the highest impact residen- tial decarbonization action New York can take; doing so would eliminate 34-55% more carbon pollution than electrifying the same number of gas furnaces. This legislation will authorize NYSERDA to establish and implement a program focused on providing grants, loans, and other support for resi- dential homes to transition from delivered fuels to efficient electric heat pumps.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
