The sponsor's argument

Why James Skoufis says this is needed

This legislation will permanently move the presidential primary to the fourth Tuesday in June, the same date as the already scheduled federal, state, and local primaries. Consolidating the primaries to a single date in June will save millions of dollars by avoiding the need to hold two primaries in less than two months. Additionally, having the primaries on the same day will likely increase voter turnout.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
