The sponsor's argument

Why James Skoufis says this is needed

When students, faculty, and staff arrive at school, they should not be subjected to surveillance from adjacent properties. This is a matter of safety and a concern for the students, faculty, and staff.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
