The sponsor's argument

Why Pete Harckham says this is needed

By designating Doodletown Brook as an inland waterway, the town of Stony Point can align its use with the State's Coastal and Inland Waterway Policies, which will allow the town to pursue the goals of improved water quality and the preservation of open space and wildlife habitat. This legislation will protect and preserve Doodletown Brook for years to come.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
