The sponsor's argument

Why Patricia Fahy says this is needed

This scholarship program addresses workforce shortages in addiction treatment. Renaming it honors Father Peter Young's pioneering approach to addiction rehabilitation, which emphasized treatment, housing, and employment. His efforts transformed lives across New York State and continue to inspire advancements in addiction services.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
