The sponsor's argument

Why Nathalia Fernandez says this is needed

Innovative programs can provide whole-person, in-home substance use disorder care with demonstrated outcomes and cost of care reductions. By meeting individuals in their own home, the care model minimizes disruptions to daily life, including work, school and child care, and the need for transportation. Care teams are able to reach areas of the State that lack provider capacity and, importantly, they bolster the State's workforce as they hire locally in the communities they serve. However, because this model is unique and not premised on a bricks and mortar structure, it does not fit within the existing construct for SUD certification under OASAS. This bill would push OASAS to create a certification process for such innovative programs.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
