The sponsor's argument

Why Mark Walczyk says this is needed

In 2017, the Legislature passed a bill authorizing a specialty license plate for the Elks Association. However, Elks refused to buy the plates because the additional monies raised would go to the state's general fund, not a specialty one. This has been an ongoing issue, as Elks want to have the distinctive plates they have been waiting on for over six years. This bill would eliminate the additional fee associated with this plate, allowing Elks to buy it and finally enjoy a plate of their own.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
