The sponsor's argument

Why Thomas F. O'Mara says this is needed

Creating the Between Cayuga and Seneca Lakes Wine Trail will incentivize tourism to the wineries that exist along the trail. This has the poten- tial to boost the local economy in addition to providing more opportu- nities for products created in New York state. This legislation was requested by wineries that grow on the areas between Cayuga and Seneca lakes.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
