The sponsor's argument

Why Dan Stec says this is needed

This legislation comes at the request of the Warren County Board of Supervisors. For years, the county has struggled to fill necessary and important positions due to a dearth of qualified individuals.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
