The sponsor's argument

Why Thomas F. O'Mara says this is needed

This bill proposes to confer peace officer status upon animal control officers who are employed by the County of Schuyler. However, it is important to note that this subdivision does not permit animal control officers to carry, possess, repair, or dispose of firearms unless they have obtained the necessary license in accordance with section 400.00 of the penal law.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
