The sponsor's argument

Why Thomas F. O'Mara says this is needed

The County of Seneca has requested the enactment of legislation that would allow the Sheriff to appoint marine patrol officers. Currently, the County has a pressing need for such officers, but existing law does not grant the authority to appoint or hire them. This 1 legislation would resolve that issue, enabling Seneca to access the same resources available to other counties.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
