The sponsor's argument

Why William Weber says this is needed

Hector L. Soto served as an MP in the United States Air Force and served a tour of duty in Vietnam before serving as a member of the Town of Haverstraw Police department for 36 years, where he retired as an Admin- istrative Detective. After retiring from the police department, he was elected as Town Councilman in Haverstraw.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
