The sponsor's argument
Why Dean Murray says this is needed
All too often, New Yorkers see their cost of living increase due to rate hikes and fees from public authorities, which are never authorized by the legislature. In order to increase oversight, public authorities should have to seek legislative approval before passing additional costs on to ratepayers.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
