The sponsor's argument

Why Lea Webb says this is needed

In the aftermath of the derailment of a freight rail train in East Palestine, Ohio, it has become clear that communities and community members desire and deserve greater transparency regarding freight rail safety. This bill would help address that need by assembling a central database where any reports, audits, and public inspections that are accessible by the department of transportation would be made publicly available.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
