The sponsor's argument

Why Dan Stec says this is needed

The additional 1 percent collected by Essex County generates revenue that's vital for county operations. Without these additional programs, important and necessary programs could be slashed or property taxes could increase.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
