Purpose, from the sponsor's memo

The purpose of this bill is to reduce the number of bills, reports, digests, records and various documents printed by the New York State Legislature and establish a process to make these documents available electronically through the websites of the New York State Senate, Assem- bly and State Agencies.

The sponsor's argument

Why James Tedisco says this is needed

In the past, we have evolved and made changes to avoid printing out so many documents as the Legislature. For example, in 2014, voters approved a constitutional amendment that allows for the legislature to go paper- less by removing the requirement that bills be printed and placed on lawmakers' desks. Years later, this shift remains a success. By elimi- nating automatic bill printing and having all legislation and annual reports available on a digital format, we likely saved taxpayers millions of dollars while keeping these documents easily accessible for viewing from a laptop or mobile device. Unarguably, this is the next logical step we need to take. This legislation requires state agencies to make public documents available online, in a manner that they may be printed if desired, but they will not be required to be printed, there- fore eliminating waste and preserving resources.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
