The sponsor's argument

Why Jessica Scarcella-Spanton says this is needed

The position of insurance liaison would be especially useful on the Disaster Preparedness Commission for a variety of reasons. This bill would eliminate any confusion about what is insured and what is not. The liaison would clear up any gray area and increase communication between the Disaster Preparedness Commission, Department of Financial Services, and insurance companies. The liaison would help the Commission better understand insurance issues that are complex and often cannot be understood by someone who is not an expert in the field.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
