The sponsor's argument

Why Jessica Scarcella-Spanton says this is needed

Veterans returning home from active duty face a monumental task to rein- tegrate into civilian life and employment proves one of the greatest difficulties they might face. This bill would provide an additional resource for veterans to ensure that they are afforded ease of access when it comes to their transition back to civilian life. PRIOR LEGISTVE HISTORY: None.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
