The sponsor's argument

Why Brian Kavanagh says this is needed

Modern vehicles tend to include applications and software that allows you to upload your personal information in order to make calling, music playing, and other processes easier while driving. Although this is useful for the renter, it leaves their personal information vulnerable to the next renter. This bill protects consumers by including a clause in all car rental agreements that requires renters to remove their personal information from the rented vehicles before their return.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
