The sponsor's argument

Why Brian Kavanagh says this is needed

The use of salvage lumber from deconstructed buildings is an important component of sustainable building practices and can contribute to pres- ervation of precious natural resources as well as to the reduction of greenhouse gas emissions and construction waste going to landfills. However, the lack of standards and a quality grading system makes it difficult for builders and contractors to determine the structural integrity of salvage lumber. Currently, under the International Building Code, salvage lumber that is ungraded or does not have a certificate of inspection cannot be reused in a structural capacity unless explicitly allowed by a building code official on a case-by-case basis. This adds cost and delays, and discourages the use of wood that may be perfectly usable. However, a state may amend its building code to allow for such lumber to be used if graded by an appropriate expert. This bill allows the use of salvage lumber in construction in New York State and preserves safety by setting standards and guidance for the use of salvage lumber, and by developing a state program for grading salvage lumber and determining its structural properties, in doing so, the bill will provide builders and contractors with the information they need to confidently use salvage lumber for structural purposes. It will reduce the amount of valuable lumber that is needlessly discarded and promote sustainable building practices.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
