The sponsor's argument

Why Brian Kavanagh says this is needed

In 2022, New York enacted historic legislation that provided for the establishment of the Carpet Collection program. This extended producer responsibility program aims to reduce carpet waste, encourage closed- loop carpet recycling, and provide a mechanism for carpet producer stewardship of its product through its life cycle. This legislation will help producers coordinate within their respective industries related to the development of a producer plan in accordance with the Carpet Collection program.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
