The sponsor's argument

Why Peter Oberacker says this is needed

Trooper Jill E Mattice entered the New York State Police on April 7, 2003, and served for over 6-1/2 years. Trooper Mattice died on January 20, 2010, in a motor vehicle collision on State Route 23. Trooper Mattice was assigned as a School Resource Officer in the Franklin and Unadilla Valley Central School Districts and was returning to SP Oneonta at the conclusion of her day. Trooper Mattice was the first female in the history of the New York State Police to die in the line of duty. In observance of the 15th year of her passing, the State Police requests a historic marker be placed at the accident site.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
