The sponsor's argument

Why Leroy Comrie says this is needed

The bill would strengthen the Public Authorities Reform Act by requiring that municipal housing authorities report budget and capital information on state funded activities annually to the Authorities Budget Office. Municipal Housing Authorities are unique entities that have oversight at the Federal, State and City level; this bill works to find a compromise point where the ABO may have appropriate oversight on these important entities.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
