The sponsor's argument

Why Leroy Comrie says this is needed

It has been found that certain public utility consumer notices and application forms were provided only in English during Storm Isaias. As a result, many citizens who do not speak or read English could not access emergency response services in the aftermath of the storm.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
