The sponsor's argument

Why Jamaal Bailey says this is needed

Over the years, the Legislature has enacted laws to help reduce sex crimes in New York. Specifically, there have been significant enactments to toughen the penalties for offenders, including the landmark Sexual Assault Reform Act of 2000 and successive improvements to the State Sex Offender Registration Act (Megan's Law). This bill would build on these foundations by enacting into law requirements for training programs that seek to help those who have been victimized by sexual assault.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
